Foreign Office, August 24, 1909. MR. MAX MULLER'S telegram No. 137 (of 23rd August: Railway loan]. We agree that delay is unfortunate, but proposals in second paragraph would not, in our opinion, provide an equitable solution, as in neither case would Germans share loss occasioned by the participation of the Americans.
In our view only fair arrangement would be division of Szechuan line into four equal sections, of which chief engineers would be German, French, American, and British respectively.
